Yes, smart and classy and just...nice or kind or something. I'm pretty sure it's Quappi, though the title of the painting doesn't name her and usually those with Quappi have her name in the title.
I wouldn't be surprised if Beckmann made it that colour while it was some other hue.

And although she probably shouldn't wear that yellow with her skin tone (Well, of course I'd point that out), it suits her somehow.
